Allan M. Shine has practiced law in Rhode Island for many years, concentrating his practice in business reorganization and business consulting. He has served as Counsel for the Debtor, Trustee, or creditors in scores of major Chapter 11 Reorganization Proceedings in the U.S. Bankruptcy Court in Rhode Island, including Almacs, Inc., American Shipyard, Inc., Bess Eaton Donut Flour Co., Inc., Derecktor Shipyard, Inc., Guild Guitar Co., Newport Creamery, Newport Regatta Club, Pearson Yachts, Inc., and numerous other businesses. He has been appointed Receiver in more than 400 cases by Federal or State Courts in Rhode Island, Massachusetts, Connecticut and South Carolina, in which he has operated and sold numerous businesses under Court auspices. Mr. Shine has served as Receiver in hundreds of cases involving manufacturing and retail businesses, dozens of nursing home and assisted living cases, stock brokerage firms, shipyards, yacht manufacturers, and countless other types of businesses. He also served as Receiver of Rhode Island Share and Deposit Indemnity Corporation ("RISDIC") which resulted from a State mandated shutdown of 45 Rhode Island banks and credit unions, which froze approximately $1.2 billion in deposits of more than 210,000 Rhode Islanders. All depositors affected by that "Credit Union Crisis" were ultimately paid in full, in part as a result of nearly $200 million in recoveries obtained by the Receiver in claims asserted against accountants, Attorneys in RI, officers, directors and others involved in the crisis. Mr. Shine has also served as Special Counsel for the Rhode Island Department of Business Regulation in numerous matters, including the liquidation of American Universal Insurance Company.

 

Mr. Shine received his Bachelor of Arts Degree from Columbia College and his Doctor of Law Degree from Columbia Law School. He is admitted to the Massachusetts and Rhode Island Bar and is a member of the Rhode Island Federal District Court, First Circuit Court of Appeals, and United States Supreme Court Bars.

 

Mr. Shine's affiliations and membership include the American Bankruptcy Institute, American Bar Association, Board of Federal Bar Examiners for the U.S. District Court for the District of Rhode Island, Commercial Law League of America, Federal Bar Association, Rhode Island Bar Association (Chair of the Creditors' Rights and Debtors' Rights Committee), Rhode Island Bar Foundation (Director and Secretary), Associate Editor of the Rhode Island Bar Journal, and Turnaround Management Association (Rhode Island Chapter Founder and Chair).

 

A frequent participant in Rhode Island Bar Association Continuing Legal Education programs, Mr. Shine has authored numerous renditions of "Recent Developments in Bankruptcy and Receivership Law" (1999; 2001-2007), and co-authored "Bankruptcy: A Practical Approach" (1997), "How to Handle a Receivership Case" (2000), "Receiverships: An Overview" (1996), and "The Brownsfield Act" (1996).

 

A Fellow and Life Member of the American Bar Foundation, Mr. Shine is also a Fellow and Life Member of the Rhode Island Bar Foundation, a Fellow of the American College of Bankruptcy, has received the Rhode Island Supreme Court Order of Commendation for service as Assistant Disciplinary Counsel (1979), and has received the Governor of the State of Rhode Island's Order of Commendation for service as Receiver in the $1.2 billion dollar Credit Union Crisis (2001). Since 1983, Mr. Shine has been continually listed in The Best Lawyers of America since 2007 and he has been continually listed in New England Super Lawyers.
